NWCare is one of the leading domiciliary care agencies, serving the community in Northern Ireland for over 50 years in healthcare.

We are now recruiting a Deputy HR Manager/Recruiter for our Belfast branch.

JOB PURPOSE: To provide an HR support service and develop and implement recruitment strategies, overseeing the entire recruitment process, and ensuring we attract and hire the best talent that aligns with company’s objectives.                                                

Main Purpose: To provide comprehensive generalist HR advice and support in line with current legislation, good practice, organisational policies and procedures to all line managers and employees. 

Candidates should have a broad knowledge of Human Resources and recruiting as well as general administrative responsibilities.

They should be able to work autonomously and remain calm under pressure.

Strong communication, decision-making, and team management skills are essential. 

Roles and Responsibilities:

• Responsible for the full recruitment lifecycle from overseeing the advertising to onboarding. 

• Application of an effective client-facing HR advisory service primarily to line management, 

 but also to staff in the following areas: 

  • Disciplinary Grievance 
  • Absence Management 
  • Performance Management 
  • HR Policy application 
  • Selection and recruitment

• Provide advice on the effective application of NWCare policies and procedures. 

• Managing long term sickness cases and persistent short term sickness absence to ensure 

 effective resolution including returning to work and or ill health dismissal as appropriate.

• To assist with HR processes such as absence monitoring, training and development and 

  Payroll with new starters and leavers.

• Contribute to the review and communication of HR policies. 

Other

  • Support the HR Manager in the delivery of the HR strategy. 
  • Undertake projects as and when required. 
  • Deputise for the HR Manager in their absence. 
  • Attend staff meetings and training. 
  • Keep updated with employment legislation. 
  • Ensure professional development is maintained. 
  • Explore market best practices in the recruitment and placement of employees
  • Conduct job interviews to ensure candidates skills and qualification match the job requirements
  • Manage job postings, applications, and responses
  • Direct and supervise the activities of human resources recruitment teams
  • Act as a single point of contact for managers regarding recruitment and selection
  • Design training for human resources recruiters and line managers
  • Build quality relationship with internal customers 
  • Minimise cost incurred in a recruitment process
  • Set social media communication strategy for different job profiles and functions in an organisation
  • Conduct research to identify and select suitable job advertising options
  • Participate in job fairs and career events
  • Supervise the recruiting team and report on its performance
  • Advise hiring managers on interviewing techniques.
  • Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
  • Maintain and develop pipeline of eligible candidates for future open positions.
  • Travel to all branches within NWCare when business needs dictate

Essential

  • CIPD Level 4 or 5 in Human Resource Management or equivalent
  • Proven experience in HR Roles
  • Strong knowledge of HR policies and employment laws
  • At least 3 years’ experience in recruitment/talent acquisition
  • GCSE English and Maths or the equivalent
  • ECDL
  • Proficient in relevant computer applications such as MS Office
  • Right to work in UK
  • Good interpersonal, listening and communication skills
  • Diary management

  • Ability to communicate effectively both verbally and in writing
  • Ability to handle confidential information with integrity
  • Ability to deal with others effectively
  • Ability to plan and organise work
  • Capable of working as part of a team but also working on own initiative
  • Good working knowledge of IT and telephone systems
  • Accurate keyboard skills and proven ability to enter data at the required speed
  • Knowledge of correct grammar, spelling and punctuation
  • Knowledge of clerical and administrative procedures
  • Right to work in UK

Experience of IT System

Certificate in IT User Skills or equivalent
